Ibrahim Dhamac
I am a dedicated public sector leader with a strong commitment to advancing evidence-based policymaking, institutional development, and investment-led growth in Somaliland. Currently, I serve as the Director of Research & Development at the Ministry of Investment and Industrial Development (MoIID), where I oversee the national investment research portfolio, market intelligence systems, and strategic planning for industrial development.
My work involves leading critical national assessments, policy formulation, and developing data tools that inform government priorities and guide both local and foreign investors. I work closely with ministries, agencies, and development partners to ensure Somaliland’s investment strategies are backed by sound analysis and aligned with long-term development goals. also developing a national institution tasked with coordinating resource-based research, managing centralized data, and enabling transparent and sustainable development of Somaliland’s natural assets. Through this work, I promote stronger linkages between research, government policy, and private sector participation.
Previously, I held senior leadership roles within MoIID, including Director of Investment Development and Director of Project Development, where I helped design and implement core investment facilitation systems, oversaw major industrial initiatives, and supported investor services across key sectors.
I believe in the power of research and digital systems to transform governance, unlock investment potential, and build resilient institutions. My goal is to help position Somaliland as a knowledge-driven, investment-ready economy rooted in sustainable development principles.
